The Health Services Cost Review Commission (HSCRC) initiated the Nurse Education Support Program (NESP) in 1986, through the collaborative efforts of hospitals, payers, and nursing representatives, to support scholarships for college and hospital-based training of Registered Nurses (RNs) and Licensed Practical Nurses (LPNs). The second iteration of the program, currently the Nurse Support Program I (NSP I), was initiated in 2000 and focused on sustaining the number of beside RNs through educational opportunities, improved working environments, and retention initiatives. 
Over the years, the initiatives to increase the number of bedside nurses through the NSP I exposed the inability of nursing schools to accept large numbers of students because of limited nursing faculty capacity. In 2006, HSCRC began funding programs through the Nurse Support Program II (NSP II)​, which focused on increasing the nursing faculty capacity and diversity.
